Have you tried changing the horn itself?

Mikado probably has the dual horn setup. There is a relay involved and if I remember correctly is located along side of the radiator on the drivers side. Should have a green wire and a black wire. Grounding the black wire should make the horn honk. Black wire runs up the steering column and grounds when you push the horn botton.
If not the correct location just follow the wire/s from the horn back to find the relay.

The 78 manual does not show a relay, pretty sure the 80 is the same. You have battery voltage to the hone going through a fuse. The horn button supplies a ground. The ground goes through the steering shaft. Try grounding the ground side of the horn and use a test light to be sure the horn has power. At the steering box there is a wire that loops around the steering coupler, be sure it is there and not broke.

EDIT:
Just found the wiring diagram and the Mikado does run a relay. Check power at the relay and check for a signal at the relay. I would start with jumping power and ground at the horn and work back from there.

Here is a picture of a Mikado set up. The relay is in the middle. The center terminal has battery voltage all the time. The terminal on the drivers side give the horns power when the terminal on the passenger side gets a ground from the horn button. Check power first then ground the passenger side terminal, if the horns are good and the relay is good it should work.

Even when everything else mentioned here works, I've found that the contact behind the steering wheel can also be an issue.
There is a contact ring and a contact that spins as the steering wheel turns. Clean them both.

That contact behind the steering wheel is also on a spring that keeps it in contact with the ring on the wheel. If that spring is worn out, the two won't touch and the circuit won't be completed. When you clean those contacts, make sure that they actually stay together, too.
