The 78 manual does not show a relay, pretty sure the 80 is the same. You have battery voltage to the hone going through a fuse. The horn button supplies a ground. The ground goes through the steering shaft. Try grounding the ground side of the horn and use a test light to be sure the horn has power. At the steering box there is a wire that loops around the steering coupler, be sure it is there and not broke.
EDIT: Just found the wiring diagram and the Mikado does run a relay. Check power at the relay and check for a signal at the relay. I would start with jumping power and ground at the horn and work back from there.
Here is a picture of a Mikado set up. The relay is in the middle. The center terminal has battery voltage all the time. The terminal on the drivers side give the horns power when the terminal on the passenger side gets a ground from the horn button. Check power first then ground the passenger side terminal, if the horns are good and the relay is good it should work.
