Yeah I think that is basically how it goes. If they catch it, they go with the tests for the newer of the two, motor or vehicle.
The G200 1.9L would be easy to slip by them, it really is identical except for a hard to see G200 cast into the block on the driver's side. Later than that would get harder, but depending on the place and the people looking it might slip through assuming the install is done cleanly. I can't advocate "cheating" so you are on your own in the decision making, but the G200 would be a little upgrade with little to no increase to emissions anyway.
I don't know where it came from, but I have a truck that has a G200 (apparently) in it that is not marked. There is no casting mark on the block, and the valve cover does not even say Isuzu on it like every LUV I've seen. I suspect that it came from an S10 pickup, but it is hard to say for sure. Right now it has a G180 head on it and compression checks at 195PSI, so I know it can't be stock.

Other than that it is a prior owner mystery.
