I tore apart my distributer off my 79 luv to clean it up and make sure everything was working smooth. Well i pulled out that plate the points sit on which is suppose to spin some on bearings to advance it i think. Well it doesnt turn very easily...its kinda rough. I was wondering if this might be causing my truck to run poorly. When i accelerate most of the time its kinda is slow to start and then just takes off real fast...was wondering if that could be the cause...also wondered if i do a ignition swap with a xr-700 or xr-3000 electronic ignition does it advance electronically or does it use the vacuum advance still?

There's a set of centrifugal weights that will advance the timing against springs. Vacuum as you open the throttle will also advance the timing. It takes firm pressure on the breaker plate to rotate it. Rough is a subjective term. To me it means uneven. That would be unacceptable.

well when i had it out i would grab the center part and turn it and it would felt as if the bearings had a bunch of flat spots and sometimes it would catch. The thing doesnt even turn that much tho does it?

No, the breaker plate won't turn a full circle. Doesn't have to. Only enough to change the timing to accomodate engine RPM. I'd estimate somewhere in the area of 25 to 35 degrees. But it sounds to me like you need a new distributor. Sounds like a good time to change over to electronic. My Mallory Unilite has vacuum advance. Cost me right at $300. Worth it to me. I hate points. Grew up having to adjust them. If LUV points had an oil wick on the breaker plate for shaft lubrication, it would be a better design.

Nate

Where'd you get the points? I tried a number of places up here and nobody had points with a wick. Not that I need points NOW.
