I am having a rough time getting my 80 Luv to pass smog, and I was wondering if anyone in California has used this CARB excemption order to get their truck to pass smog? Here is the link to the order http://arb.ca.gov/msprog/aftermkt/devic ... 133-13.pdf
It basically says that Luv trucks from 72-79 can use a Weber Redline carburetor kit and throw away the stock carburetor, along with throttle positioner, the deceleration control valve. Also, associated vacuum hoses may be tossed according to the manufacturers instructions. As long as you install the carburetor according to Weber, and it passes a smog test, your good to go. My problem is my truck is a 80. I was wondering if anyone here in the god forsaken state has any experience with this before I pull the trigger and purchase a Weber?

That's a new one on me, but I like the sound of it. Just go and talk to a smog referee before you do anything. They will tell you what you can and can't do. And they are also the ones that issue the sticker, so it pays to pick their brain first.

I'm not sure if they will let you. If I remember right wasn't it 1980 and after that ALL vehicles HAD to have smog stuff? Don't quote me on that I don't remember exactly.

Put the weber on and the stock airfilter, most smog shops wont notice

If anyone of you talk to a smog referee, let us know what they say about the 1980. I for one, would like to put a Weber on my 80 4x4.

I found a site called smogtips.com. There's a question section you can submit to a referee and get an answer within 24 hours. I asked if the Executive order D-133-13 can apply to the 1980 model. If that doesn't work, I'm going to ask my local smog shop. I will post what I find out.

I got an email reponse back from smogtips.com

"Unfortunately not. Your replacement carburetor must have an EO number
specifically for your 1980 Chevy truck"


I think I will ask my local smog shop about talking to a referee. Who knows, it might be like going to the DMV, where you go to the same building with 2 employees but 2 different answers.

I think there are a number of post in the drivetrain upgrade section on engine swaps, including CA owners.
Thanks for the info though. However I think most of the people on this post want to keep their stock motor and upgrade their carburetor. I left a message with my local smog tech about contacting a smog referee.
Well hopefully be able to talk to one tomorrow.

Don't get me wrong, I'm interested also cause I have more than one truck and several have 4 cyl. They make it so difficult that it just seems ironic that it seems easier to do a swap than keeping it stock. I like it both ways, V8 and with a Weber swap. V8 is exciting to drive and the Weber swap is a blast to drive and good MPG to boot even if you drive it fast.

I talked to Redline. I told them I had an 80 Luv, and that the Smog Ref had said I would need a Carb with EO on it.
The guy was not very helpful. All he said is "we don't have any Carbs for the 1980 Chevy". Though they have 5 models with DCOE on their carbs on the website. Go figure.

I don't get why the 79 is included and not the 80. I don't know of any diffrences, at least mechanically.
I think California should get rid of the C.A.R.B. and save the state some money. :lol: :D

Well I may end up being in the market for a 75 Luv, and putting it on my chassis. No smog for 75 and older (use to be a roll over year, but 75 is the last year).

Man-oh-man you cali guys have it rough. I grew up in South Carolina and they have vehicleGood luck inspections but not to the severity you guys are mentioning. I've been in Montana since 1986 and we have no inspection of any kind. (sometimes I think we should if you could see some of what I see on the road) Good luck with all this.

Well, as much as I hated to do it, I went with a rebuilt carburater. I didnt want to have to explain anything to my mechanic. He would have smogged it with the weber, but I didnt want to ask him to break the law. My new issue is the catalytic converter. Before the carb swap, my truck was a "gross polluter". Now, it passes the idle test, and is over at 2500 rpm. My truck smogged .37 over the 2.00 max. He thinks a new cat will work. Now, if anyone in California has ever shopped online for a replacement cat, you will see some pretty good deals on 49 state cats. $40 universal, and $90 for fitted ones. For California, they are $140 for universal, and $230 for a fitted one. Muffler shops are about the same. Thinking about going to Reno and buy a universal, but I need to know what that sensor in the cat is, and if it is actually connected to something important. Anyone have any ideas?
