If you find nothing there keep in mind the instrument panel lights also come on with the light switch so could be a problem there. Noting if the fuse blows in the "park light" position or the "headlight" position should help you narrow it down.
hm...luckily i just bought more fuses so ill test your theory and see if thats the problem
i have a couple of reasons that lead me to believe that this might be the cause

your right it is dumb
but if it fixes my problems
