My carb which is a manual choke weber would do the same thing it would flood when it was cold. Ended up taking the carb off and checking it out and it had many wrong things with it, so I set it to the factory specs. making all adjustment to it and it stopped flooding when I start it. Most of it was choke and the throttle plates were not to factory specs.

A fuel pump always and only pumps as fast and as much as it can. That's all it knows- pump pump pump. ( I was like that when I was young).
The float and needle valve in the carb. is what regulates the amount of gas to the rest of the carb. and the eng.
Check and see if the float is stuck, or mis adjusted.
