I WENT TO MY LOCAL PAINT SHOP AND HE SAID NO, BUT I THINK HE JUST WANTS TO MAKE A BUCK OFF PAINTING MY ROOF.

Well usually when paint starts peeling its over. Youll have to sand it and "feather it out" and repaint it...

The painter didnt prep the body good enough and it isnt adhering. Gotta repaint it, no way to stop where it didnt stick to the body. People always wonder why it costs so much for a paint job, it is real labor intensive to have it dont right, it is the best example of you get what you pay for. Sorry its happening though.

Are we talking sheets of pain or is it just small bits and pieces where the gutter curves???

who ever painted it probably didn't sand it with course enough sand paper and therefore the paint will not stick good. You can just paint that area only so don't let anyone tell you different
