The replacement I bought for mine was rated 3-5psi and I haven't had a problem yet.

Nope, it'll just push out more fuel, it'll be the same psi or cfm but with a bigger diameter pipe it's putting out a larger amount of gas than the smaller pipe with the same psi or cfm. Yes you'll have to get you a new one. Or you could put some sort of resistor in place so it pumps a little less fuel... then you'll know wheather or not it's a pressure issue or a engine problem.

Pipe in the return line again if you don't have it hooked up. That will relieve some pressure on the carb. I would think the needle valve on a carb that size should hold against 5-6psi but I'm no expert. My gut says its more of an over carburetion issue than pump pressure. A 40 seems like a lot of carb for a stock LUV motor.

well I found a regulator for 1-4 psi Ill try and was also told the there is to much fuel to burn off with the carb that I need to go to electronic ignition hot coil and the low fuel pressure no more than 2.6 psi but with high volume and that this would fix the problem. We will see, I know people back in the day used these but don't know how they did it.

I bought a replacement and it is rated a 3-5 psi just like the other guys. And like he said it has worked perfect so far. Your float may be hung and letting to much fuel fill up the bowl. I would check that also.
