The hoses could have just been replaced at some point making the routing look a little strange. If the pump itself is leaking you probably need a new one. You can take one end of it off and clean the filter, but I've never had much luck getting one to work better no matter how much cleaning I did.
You may just have an electrical gremlin keeping the pump from running. There is a relay that kicks power to the fuel pump and the coil during startup, and after the motor is turning. It keeps the pump from working unless the key is at start or the motor is turning. A quick test would be to run a wire from the battery down to the fuel pump's hot wire. If it kicks on and pumps enough fuel out at the carb (pull the hose and test it into a jar, should put out more than just a dribble) then you can at least eliminate it from keeping the truck running. Running the pump off the key or the battery for the long term isn't a good idea as it can make a minor accident into a firestorm. However, it might help to troubleshoot whatever problem you are having.
There is a sight glass in the front of the carb you can use to tell if there is any gas in the carb bowl. It should be visible halfway up the glass if you are getting fuel. (Assuming its not sitting on a big hill)
