You can do a lot with a Weber by tuning it and the process will tell you if it is jetted too rich or too lean for the motor it is on. If the idle mixture screw has to be too far closed, its over jetted, too open and its under jetted. The jets themselves are not too hard to switch and not terribly expensive as I recall. I would suspect a 32/36 for a 22R might be a bit rich for a LUV, but not too far out for adjustments to get it to 95%.

It basically amounts to turning the idle mixture screw back and forth and listening to the motor. Once you dial it in, you turn the screw all the way in and count the turns. Too many and you are lean, too few and you are too rich on the jets. Reset the screw where it was and decide if it runs good enough, or if you want to order jets accordingly.
