Voltage across the battery reads 15.99 at idle and climbs when given gas to about 16.39. I guessing that's no good. Is there a way to adjust regulator on these trucks? Looks to be fixed to me, however manual says to adjust if reading are incorrect....? Is there a better way to test these regulators?

Nope, if it keeps climbing it's a bad VR, you need to replace it. I just did mine for the same reason, RockAuto has good prices...,

The stock Luv regulator is indeed adjustable, however it is somewhat complicated and difficult to explain how. I believe the new replacement would be solid state now, so no adjustments.
I agree with just replacing it.

order came in today from rockauto...looks to be quality part

ordered AIRTEX / WELLS Part # 1V1079

was sent:

wells VR743

MADE IN JAPAN! only $10.44!

I also ordered new starter brushes and condenser/capasitor for the VR (radio ignition interference capacitor) . Total including shipping was under $24 :D
