The part that i circled in yellow, is this the retarded brake arm? and if so, how do we adjust it?

we were removing the old points and this screw to this was accidentally turned.and the part moved according to other images it isnt the ground strap. its above it. the end of this item pushes against the shaft and its secured by one screw. (thanks for not attacking me again)

It's called a dampener. It basicly is a piece of felt that rubs the cam and lubricates it. Give it a drop of oil about once a year. Not too much, just a tiny drop.
