Just draining is not gonna get all that heavy gear oil out. As long as the case has a vent I would think it should be OK.
I know I have welded shock and spring mounts on many and never had a problem. All it can do is catch fire  just keep a good approved extinguisher handy.

One suggestion, get some regular medium bath towels soak them in water and wrap the axle with them right next to where you are welding, keep these wet! Weld slow and even, a lttle at a time is better than warping the housing or burning up seals inside the rear housing by to much heat and welding at the same time. I don't think you will effect the fluid in the rear end.

Just welding the brackets on you wont have a problem. You didnt say what kind of rear but I know 9" axle tubes are surprisingly thick. I welded mine on under the truck and I really put alot of heat in it and the end flanges where the seals were was not even warm, so I say weld away my friend. Oh, yeah I didnt drain the fluid either, and no fire.
