Guys

What is the switch at the gas pedal? Is it an enriching solenoid that I saw in the wiring diagram?
75 Luv is not idling and wondering if that is the culprit.

Yup, it operates the coasting richer solenoid. The solenoid opens when three criteria are met: The throttle is closed, transmission is in 3rd or 4th gear, and the clutch is engaged (pedal up).

What is the thinking behind a coasting richer solenoid system? I notice if Im going downhill on the highway instead of using the brake a lot if I just barely touch the gas pedal the truck seems to slow more than if I simply coast in gear.

Check that you're getting 12v to the anti-diesel solenoid if it's not idling. You can also try touching 12v to the lead for it, and you should be able to hear it click on. That was the problem on my 75 (still haven't fixed it right, I currently have a jumper wire from a switched 12v source to operate it).

This solenoid shuts off the gas to the idle circuit unless it has 12v.

It's an emission thing. On a carb vehicle when coasting with the throttle closed the air is shut off but some fuel is still drawn in through the idle circuit giving an improper burn, ( read high emissions). That is the put-put-putting sound you sometimes here out the exhaust while coasting down from speed.
The coasting richer thing opens an additional path with the proper mixture for a cleaner burn. Yes, it causes the truck to not slow as quickly as it could. It's just the way the Japanese decided to tackle the problem on our trucks.

Mafoose is correct, check the anti-dieseling solenoid if you are having idling problems.
