Some people have just welded in sheet metal to patch them. I wire wheeled mine to clean off the rust and fiberglassed them on both sides - then primered, painted, and undercoated them.

From the looks of the pic it looks like you need to pay some attention to the body mount.

my 79 is/was almost as bad as yours. I cut out all the rust, bent some sheet metal to lay in place overlapping by about two inches and for the time being it's bolted in place. I will weld it in eventually. I would definitely do something with the body mount. Mine only had some surface rust on it so I gave it some love and it's fine.

Make a replacement panel with a 1" overlap. Get the tool that puts a indented edge on the panel. (Harbor Freight). Cut the overlap down. You do not want a large area which water can get between the panels. When you are welding to the body mount, loosen or remove the bolt and cushion, support the cab while you weld.

you can do what i am going to do for my 79 4x4 is just cut some good ones out of a junk yard truck and then weld them in and reforce the body mount section since it seems like they all rust right there
