I've seen the insides on four LUV tanks now and have yet to see one with a filter screen of any kind on the pickup tube in the tank. I cleaned out the tank on my 79, cleaned and swapped one from a 76, and had a couple of 77 tanks swapped around. The pickup tube points straight at the bottom of the tank into an indentation, no room really for a screen. The only clog you could have in-tank would be crud built up in that dent below the tube high enough to limit flow.
FYI, I had really good luck cleaning the grunge out of tanks (once they are pulled out of the truck) by just pulling the fuel gauge sender and blasting the insides with a pressure washer through that hole. If you go to the self car wash at night they usually don't complain much and you can get hot soapy water. Clean it inside and out, swab the inside a little with a paper towel and a stick, then sit it in front of a good heater/fireplace, and its good as new. Well, none of mine blew up, your mileage may vary.
One more thing, I've had bad points sort of mimic the same sort of symptoms. Runs ok up to a certain RPM then falls on its face. With a fuel supply you can usually get it to go past that certain RPM range for few seconds if you've been sitting at idle. Points it falls down every time at the pretty the same RPM except maybe when not under any load.
