It is either the ballast resistor or the relay that drives it. Unhook both ends of the resistor and check it for continuity or measure out the ohms on it. (Assuming you have a multimeter at least) I forget what the ohm rating on it is but its in the service manuals, even the haynes.
To test the relay system, hook 12v directly to the coil and see if you get any voltage to the resistor once the truck is running.
