no a stock sbc will not handle 15 pounds of boost, you might get away with say 3-5 or so,but you need good parts to run that much, good rods, bolts, steel crank, forged low comp pistons, etc

What kind of horsepower are you looking for?
What are your other plans for the motor? rod, pistons, crank, heads, compression? There is alot that goes into a turbo motor, not only for powr, but especially reliability.
Here is a basic rundown of what I would do AT THE BARE MINIMUM :
Factory 4 bolt block - main studs, head studs, checked for flatness of the decks, and no more than a .030 overbore(less is better for strength.
Forged crank- stock stroke or go for a 383.
Good forged rods- H beams preferably. Eagle or Scat are cheap and hold up well.
Forged pistons - you can use TRW etc if you are on a budget, but JE, Wiseco or CP pistons really prefered. You will need to know the heads you plan to use so you can set compression at no more than 9-1.
Use Cometic head gaskets, a decent set of heads and a mild cam, with minimal overlap you should be good to go.
You could do some type of FI or you can get a blowthru carb. Carbs work fine. CSU is the best place to get one for a blowthru setup.
You could do a couple of t3/t4 hybrids and be around 700hp without any difficulty.

You want to do a cheapo setup? Get a pair of t3's off of Tbird turbocoupes, flip a set of shorty headers, get a holley carb gone thru for the blowthru setup and have fun. Will blow up eventually, but 350 shotblocks arent expensive. Should be able to make enough power to get a hooked up Luv into the 10's.
