So I Put a Holley adjustable fuel pressure regulator rated for 1-4 psi along with a pressure gauge on my 76 so i can properly tune my 38 DGES Weber. I have been having trouble tuning the thing for some time now. according to the installation guide i am too lean. Screws are tuned out too far. And for no apparent reason my truck acts as if runs out of fuel on the freeway. I thought maybe I just needed to re-jet but knew I had get the fuel pressure right first which is no more than 3.5 according to the installation guide. At this stage I have All new soft fuel line, blown air through each line, to release any build-up through the hard line, new OE fuel pump which is rated 30 gph at 2.5-4.5 psi, and new filter, but still no reading on my gauge.
What am I missing?
could it be a relay?
Not enough voltage to run the pump at its highest output?
What else do I need to check?
HELP!!!

OK, so your pumping fuel but not getting any pressure? just trying to understand what your doing... can i see a pic maybe?
just out of suggestion, have you tried not using the regulator? if the pump is only 2.5 to 4.5 then why use a regulator at all? I know webers are sensative, but a 1/2 a pound shouldnt hurt.
