I tried messing with the adjustment screw but it didn't seem to do much. Can you go from park to neutral, and then up to reverse?

On the bottom of the float bole is two plugs that will let you get to the main jets and there is a small chamber there that will collect debris and water. You will have to pull the carb to get easy access to them but i would say that is where your problem is cause the plugs face forward as the jets and when you put in reverse it wold cause the debris to go up and block the jet. Some times this can get full enough that it will cause problems when to take off or when you try to get full throttle and suck the stuff up and then when you back off the throttle it settles back and runs good or better again. This condition can make you think the carb is junk but all it needs is the jet well drained and cleaned.
