Normally diesel engines smoke at startup (especially when cold) and under heavy load.

Probably water. Hate to say it but it looks like a head gasket. Do you have oil in your water or vice versa? If your oil is milky and nastier looking than normal, you may have a blown head gasket. Try taking your glow plugs out and pressurizing your radiator with a little shop air. Not too much, I think most radiator caps are 16 psi so you could probably safely use 10 psi. If you hear hissing in one of your cylinders, that is a head gasket. Good luck

NOTE: The white smoke may only be condensation in your cylinders or tail pipe.

If you need to do the head gasket, contact the guy from this auction: http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&category=33665&item=2415327875. Great prices, great service, and he probably has what you need. I don't get anything from this. I was just impressed by their operation...
