I had this problem when i got my LUV. It took some heat (fire wrench) and a very long snipe on the rachet handle, it broke loose eventually. Jumping up and down frantically swearing and cussing helps too.... Don't heat it up too much it might warp something....

This might be a silly question, but, did you remove the screws that hold the brake drum to the hub? Also, hammering around the outside diameter of the brake drum will sometimes break the rust loose. Just don't hammer too hard, you don't want to break the drum.

I had a similar problem with an old four wheeler. I ended up getting another guy and we both pried with pry bars on seperate sides. It took awhile back and forth but eventually it broke free. Brute force simple but effective!

i would aply a bit of heat, this will cause expansion and should loosen things up. If you must hit it whith a hammer a bit on the far outside. But make shure you havent forgoten to pull the set screw out
