I was told a guy fired up a Chevy 400 and it was shaking all over the place. He was told it was a 350 and then ran the numbers andit turned out to be a 400. Is it possible because the 400's are externally balanced that somebody installed the wrong flywheel, torque converter, or installed the flywheel the wrong way to make it shake like that?

A factory 400 takes a different balancer and flywheel that the other small blocks. It WILL damage it if run for very long...
