 Post subject: Holley carb guru needed

So I just got a old Holley 4548 (Ford parts counter carb from 60s) 450cfm vacuum secondary carb.
Went through and replaced the gaskets, float valves, etc etc. Did the bench settings as recommended in the manual..
But I can't get it to idle right. It wouldn't go below 1,400rpm or so. If I manually put force against the throttle arm it'll lower a small amount but the speed screw is backed out and not touching the arm at all. It doesn't look like the secondary butterflies are open any when running. Only 1 vac port on the carb and it's for the timed distributor advance which has vacuum at that rpm.
Anyone have any idea what is going on?? When I was trying to sort it out and not touching anything it went from 1400 to about 2000rpm on it's own and I decided to shut it down after that..
Jets too big letting in excess fuel? Some sort or vac leak I haven't found?
My vac gauge wasn't real high but it wasn't low either, but adjusting the mix screws made no noticeable difference in vacuum most likely because of the higher rpm I'm thinking??

There is a vacuum leak somewhere. Is there any play in the shafts?

No not really. I will have to cap off the top and hook up the smoker I guess because I have no idea where it'd be leaking that bad
