While I think I've only heard of it being done once (one of my brother's Syclone/Typhoon buddies, I think) it is plenty feasible. I have seen Big Block twin turbo manifolds for sale, and realistically with enough ingenuity anything can be done.
Also, finding mods for a small block chevy is about as hard as finding dirt on the ground. Odds are, someone has done it and sells a kit for it.
Now, just some pointers for you if you want them:
-Run low compression. Around 8:1 to 9:1 if you're planning on pump gas. The turbo is going to raise compression a lot. Too high of compression means detonation and that pretty new engine getting destroyed.
-Buy Forged Everything! Forged parts for the small block are cheap. Just fork out the extra little bit of cash and build yourself an engine capable of withstanding an occasional detonation. It does happen.
-Polish Everything. Tops of pistons, cylinder head combustion chambers, intake, everything. Polished surfaces reflect heat which will also lower the chance of detonation. Not to mention it will look nice and pretty!
Do those few things and you could run a pretty massive turbo system on the engine. Lotta HP gain.
