Make sure the distributor is installed correctly, then go from there. Not really enough info at this time to be able to narrow it down. Good luck.

yes the distributer is in correctly the motor runs but idle wont go lower than 1300 if it does it dies istantly. When it dies the motor spins backwards.

you cant set the timing at 1300 RPM.

You need to go back to timing marks and degree wheels. Better to be safe than bent valve sorry.

Do you have one of those crank sprokets that you can set 10 +/-? Another half way effective method of timing if just turn your dizzy until it idles at its highest (not about 1100 or so). That SHOULD (well, at least on my mild street engine) be about 16 or so.

I also had something funky like that on a 302 in an A once, the msd mag pickup was bad

also, if you have a vaccuum leak, it can do that. i had a 2 bbl carb on a 4bbl int. with a adapter plate once. the carb hung over the adapter plate a little, and it had a bad vaccuum leak. it idled really high, and deisled when i tried to shut it down. wouldnt run below 1200 rpm... so check for leaks cause that kindof sounds like what i had going on. could be a hose not connected or split. could be carb gasket or intake gasket... hope ya get it settled, that stuff can be a pain..

Hey, just thought about it... if your rocker arms are adjusted too tight, it will act like that, too.
