Line up the timing mark on the lower pulley. Then the timing mark on the upper timing chain sprocket should be pointing either straight up or straight down. (Its in line with the pin in the cam if you can't find the mark. If that is lining up, it could be 180 out. Try swapping plug wires at the cap, #1 for #4 and #2 for #3 and see what you get.
I don't recall the exact process for telling if the timing is dead on right. I'll have to go check the book for more specifics but the above should tell you if the cam/crank are lined up in a way that can run. You can have it lined up two ways and still have it run "right".
You should also check the valve clearance. If the valves aren't closing all the way or don't open much that could keep it from going too.
