That would be the accelerator pump and it will leak when it needs to be replaced. I think you can get the part seperate or it comes in a carb rebuild kit. It could also be leaking around the fuel inlet/needle valve assembly though. There is a bolt right where the fuel line goes into the carb, make sure that is tight and the two fuel lines don't move around. If you take off that bolt, the lines come off and you can get to and tighten the valve itself too if needed.
If you can get away with it (no smog testing) a Weber 32/36 with electric choke would be the replacement of choice. It costs about the same as getting a newly rebuilt stock hitachi carb if not less, and works so much better. If cost is an issue you could try a junkyard stock carb, but you might have to go through a few before you find a good one.
