Those measurements for the rocker gaps are cold, don't do it on a warm engine as things will be off. That is the gap between the rocker and the valve too, not cam/rocker. You turn the motor over to where it is at TDC, then you can get half the valves. Turn it over halfway again and you can get the other half. Basically you want the cam lobe of the valve you are adjusting to be no where near touching the rocker arm for that valve.
For the timing, I think you should get the bright link on the chain lined up with the mark on the gear at TDC. If not, turn it another turn of the crank(1/2 turn of the cam) and see where it comes up. Problem is, you can't see the mark on the crank gear to make sure it is right too. I never felt like I could be certain about the valve timing without tearing the timing cover off, which requires the oil pan come off, which requires (in a 4x4 at least) the motor come at least part way out. I've got a truck in basically the same state as you right now that isn't running yet for that very reason. The most it does is shoot flames out the carb.
You might just be having trouble getting it to run because the valves are adjusted way off. Too tight and you get no/low compression, popping back through the carb, all sorts of odd stuff. Too loose and it will not get enough fuel/air or burn the exhaust valves.
