When I go to start it, the only way I can get it to start is when I PUMP the gas pedal, it’ll run rough for a few seconds and then die. If I do not pump the pedal it won’t start at all.
My question is, would I be looking at a carburetor clogged issue, or fuel pump issue?

Probably a carb. issue. one pump will set the choke closed if it needs it, but each pump will squirt fuel down the carb. like a squirt gun works if there is fuel in the float bowl.
