Is there a way to remove the part that the outer fender bolts to? I believe its attached to the inner fender (or is the inner fender) but am not sure.

not sure what your asking... i'd say pull the fender and you'll see that underneath it structural as one maybe share a picture and use ms paint to shared details or arrows to help get your question across.
