i have a 1980 luv mikado.... it was running crappy so i did a carb rebuild and it seems to be something is missing. i have checked all the schematics for the hitachi dch340 and i cant seem to figure it out..... on the vacuum break and hose assembly there seems to be a tab sticking out the other end of the disc that is supposed to connect to something i am assuming.... also on the other side of the choke there appears to be some sort of tab dealie that i also would assume connects to something..... i dont believe anything was there when i started because it just flopped back and forth beforethe rebuild but i could be wrong..... can someone help me the carb rebuild diagram is no help at all..........(the attached picture is the tab thingy on the other side of the choke that i cant figure out where it goes/connects to/ what would connect it)

You are missing the electric part of the choke.

You still need the choke coil spring. The electric heater thing makes the heat necessary to open the choke when it warms. Should be all inside a black plastic cover with a red wire connected to it.
If your choke never opens, yes--it will idle very fast all the time.

currently rebuilding a 1980 4x4 model and webber makes a carb that fits right on, runs like a top replaces smog and bug bulky air filter.

I believe that tab thing is part of what is called the "choke unloader." Automatic chokes have this item that pushes open the choke a small amount with the throttle floored. It's purpose is to open the choke a bit so you can clear out the excess gas in case you get the engine seriously flooded while trying to start it.
However it looks to be in the wrong position. It should be rotated down to where the throttle linkage can touch it at wide open throttle. Something there is assembled wrong I believe.
