None of the LUVs I've had ever had the tank apart had a sock/filter on the pickup tube inside the tank. The pickup tube just goes straight down above a round indent in the tank bottom and is open on the end.
I did have one truck that sat for a long time with some of the fuel tank hoses unhooked. A fat winter yellowjacket wasp had crawled in one of the hoses and gotten into the tank. It died, but every so often its body would get sucked up the tube and wedge like a cork against the inlet tube of the filter right above the tank. I'd check the filter, blow air into the tank (pushing the dead bug back into the tank) and find nothing wrong. The truck would then run ok for a while until it sucked up the corpse again. I finally looked carefully in the hose when I pulled it off the filter and found the problem.
Between the tank and pump you can have holes in the line and not drip/leak much fuel too. The pump can suck air instead of fuel and do what you describe. Unless you have a body lift there is not much chance of changing out the lines without dropping the tank down some. Just be careful with the rubber filler hose. It isn't too easy to find a replacement part if you decide its easier to cut it off and replace.
