Check the smaller return line for a clog, or just let it come straight out of the carb into a bottle/can/jar (safely of course) to see if the rest of the line is plugged. If you have an overly strong fuel pump the return will act as a bit of a pressure regulator or relief. If the return line is plugged somewhere between the carb and tank then it might be just as Cleaver said, too much pump pressure blowing fuel past the needle valve in the carb.
What are you using for a fuel pump? I've had quite a few different ones on LUVs over the years and never had one push THAT much fuel, always had just the opposite problem.
