I am thinking of buying a truck that does not have a title and the owner claims to not know the year. If I was able to get the VIN would someone here be able to give me the year of the truck? Thanks

Yes, the VIN will tell the model year. I'll have to do some research on what the codes are, but the short answer is "Yes".

Find me a LUV in my part of the country with a title for $350 in the same condition it is in and I will buy it.

By finding out the year and using the VIN I can have a police check done in the state it is located in to make sure it is not stolen. Some states are easy to get a title in after this is done. Mine is a PIA, so after getting this check done I could possibly bribe one of my family members who live in that state to get me a title for it that my state will accept.

Looks like the 10th digit of the VIN will tell you the model year (at least on P'ups, anyway). I don't know what year or what letter they started with, but if you have a VIN for a known year of LUV, you should be able to figure out the year of the one you're looking at by the 10th digit.

What state are you in?

take it from a retired law enforcement officer. go to your local motor division and either have the owner get another title or do a title search make sure it is not a stolen truck that sounds like a big scam. always cover your ass. If you buy it and it turns out stolen not only are you out a truck your money but could face charges. never asume it is leget. get it in writing.
