is it posed to click when power is applyed to the fuel pump wire?and if i run a hot in run to the fuel pump does it need to ingage also or will it hurt any thing not to work?

It needs to engage when the key is on. I believe it is in the fuel pump relay feed circuit, not the output circuit to the pump.
That being said maybe try it and see. If it doesn't power up the engine will die and not idle.
