here check this out ...
http://www.webercarburetors.com/ppw/htm ... _best_.htm

but this is your problem would be my guess...sence you have new gaskest and should have no vacuum leak
Simple Rules for low speed calibration
If the mixture screw is more than 21/2 turns out turns then the Idle jet is too lean (too Small). When the mixture screw is less than 11/2 then the Idle jet is too rich (too large). These assumptions are based on the fact that the speed screw setting is not opened more than 11/2 turns. If the speed screw has to be opened 2 or more turns then this is also an indication of a lean condition usually requiring greater change. At times it may appear to be showing signs of richness or flooding it is really a lean condition. See pictures and notes in the tech 2 article supplied in the kit instructions, view and please understand the need to keep throttle plate as near to closed as possible so as not to prematurely expose the transition holes. This is what causes the visible rich condition, and confirms the need to increase the jet size. JET KITS are available if needed.

I wouldn't rebuild or re-jet it just yet. First, make sure your smog equipment and lines are entirely removed and all holes/ports capped or plugged. The EGR valve is a piece of crap and will mess up the Weber performace. The only vacuum lines not capped or removed on my engine are the vacuum advance, the little one between the intake manifold and the valve cover, and the one going back to the gas tank. Getting rid of that stuff completely changed how the truck ran. I put a breather cover on the pcv port on top of the valve cover rather than hooking it up to the air cleaner... either way works though.

Go through the rest of your engine and I'm sure you will find some issues. Check the compression- should be between 120 and 185 with no more than 10% variance between cylinders. Make sure no major exhaust leaks or clogs, new plugs, wires, cap, rotor. Set your valve clearances. Then I would take off the air filter and set the choke. Sounds like that is off. At that point, if you can get it to idle, set the vacuum advance to 12-16 degrees depending on how it sounds. Stock is around 6, I believe, but that's not gonna work for the Weber. That is the short version.... there are some really good sites that will help you out as well.

I just put a brand new 32/36 DGEV on and after doing all that stuff and more, it passed emissions in Oregon and I got tags. Still needs a little tweaking, but it's way better than the Hitachi!
