If it is a bare copper ground wire it should have one end connected to the mounting screw of the points on the breaker plate (which moves ) and the other end connected to the distributor body ( which dosen't), to ensure a solid ground. To test a coil, disconnect the coil wire at the distributor end and hold it about 1/8 inch from bare metal. You can hold the wire with a plastic pliers to prevent shock. Have a buddy crank the starter a bit and watch for a spark. This of course assumes the points are working ok.
