I have 2 '79 2wd's and I replaced the stock carbs on both with webers. They both seem to hesitate or more like get too much fuel at once off the start. I think they need smaller jets, has anyone ran in to this problem before?

There is a free downloadable file here on the information page that you can get to from the front page of this site about all things weber. I recommend that you check the fuel/air mixture and choke setting before you worry too much about the jets.

Webers are great carbs for the most part, but if they aren't adjusted right, your engine will run like crap.
