Is the circled thing a bias valve? If so is mine built into the M cylinder?

That looks like a pressure residual valve, the proportional valve may be on the other side and both of the lines from the master go to it, it also should have a wire going to the middle of it to work a brake warning light.

If you have 4 wheel drums, would you even have a proportioning valve?

Where you put the circle, on mine the line goes out to the fender well and the valve is mounted there.

It could be a preset prop. valve. Even drums all around had prop. valves with the duel master cause the fronts do about 60% of the braking.
