Ok, I have started to notice that when my tank gets down to below 1/4 tank or so and it gets a little chili out, my engine pisses and moans wanting to stall at idle and generaly just doesn't have the usual pep(what little there is in a 4banger).

Yesterday, wasn't quite a cool, but very high moisture in the air... heavy dew etc.

Anyone else seen similar behavior?

Yep, had a yellow LUV that I about died because of that, was way below zero out and the truck quit running on me, I wasnt properly dressed and luckily made it walking to a grocery store to call my roomate to come get me, after it warmed up a little, went back to the truck put a can of heet in it and it fired right up ran fine after that.

How does Iso-HEET work?
Iso-HEET contains isopropanol and a special additive. When Iso-HEET is added to the fuel tank, this formula remains in the solution with the gasoline, and absorbs five times its weight in water. Any water in the gas tank mixes with the Iso-HEET, preventing the water from freezing. Then the entire mixture of gasoline, Iso-HEET and water are burned during combustion inside the engine.
