My stock 80 LUV just won't run smoothly anymore. I had a newly replacement engine install and it has about 2000 miles on it. Ran perfect and then one day it just decided to run rough. A tune up...new plugs, point, cap, rotor, timing check....didn't do any good at all. The engine would idle slow and sometimes flood out. Sometimes it would backfire and lots of black soot in the tailpipe. Sometimes it would run perfect for a few minutes, particularly if you accelerated it and held it at 1500 or more for a while. Sometimes it would run fast at idle on its own. I replaced the Hitachi with a new Hitachi. I replaced what I thought were all of the vacuum lines. When I disconnect one of the lines to the smog pump it runs a little better but not enough to get it to pass emissions .... which I don't have to worry about any more because of the age of the truck and changes in the law here on emission checks. Now I guess the next step is replace the Hitachi with a Weber 34/36. If I remove the smog pump, most of the emissions related vacuum lines and plug the smog ports into the head whats the chance this thing will run again? Will that be enough? What else do I need to consider?

Sounds like the fuel level is too high. Maybe sticking float or dirt getting into the carb and under the float seat, causing it to not seal. If a stock carb take a look at the sight glass on the front of the carb. With the engine running the gas should be midway on the window.
Too high will cause it to run rich, flood out.
Dirt in the carb is the most common problem with these.
