Are you sure it's an icing problem? Could it be fuel delivery itself. Is the fuel pump constantly running? Maybe the fuel pump is sucking air in to the line between the tank and pump.
You could try and remove the fuel line at the carb, get a clear container and crank the engine over to pump fuel into the container. If there's water in the line, it will settle at the bottom of the container.
Intermittant fuel pump function could mean the fuel pump relay is acting up.
