A standard practice with diesel motors is that after changing a fuel filter, you must bleed the air out of the system. Im not familiar with Luv diesels in particular but there must be a shrader valve looking thing on or around the filter housing that you must depress while turning the engine over. This will bleed the air from the system and then it should start.
