"(with the exception of some extremely slow windshield wipers)" The wiper transmission (yes, that's what the series of rods & pivots that connects to the motor & makes the wipers work is called) probably needs lubed. The only way I know to do this is from under the dash with a long extension on a squirt oil can after an initial dousing in penetrating lube. The pivots are hard to see & reach & you'll get oil everywhere, so put something down to catch the excess. Don't forget to also lube where the stub shaft that the wiper blades hook to sticks through the bodyworks. Maybe some one knows an easier way to lube these things, maybe by removing part of the cowl, if so speak up, I need to do mine again. The blinker problem is most likely a bad ground. If you didn't adjust the valves when you re-installed the head make sure you do so when you re-check the head bolt torque, this is something that can make a significant difference in the way the engine performs (and lasts) & should be done every 15,000 miles. To re-check the head bolt torque DO NOT LOOSEN, just make sure each one is still at the final torque reading.
