My horn randomly stopped working recently. I tested the horns, and they work fine. I tested the power wire, and it has power. The fuse is fine, I've already taken apart and cleaned the fuse block, not to mention the other device on that circuit, my turn signals, work fine. I tried replacing the relay with a universal 5-prong relay and that didn't help. I can hear, and feel, the buttons making contact, but I can't see where they do. What next?

On mine (both of them) I fixed by loosening and tightening the steering shaft connections down near the steering gear box. Wasn't getting a good ground. You can test this by holding the horn button and grounding the part of the shaft that moves under the hood.

I tried grounding the steering shaft and nothing happens when I press the button, I connected a test light to the switch wire and nothing happens when I hit the button. The signal is definitely not getting from the wheel to the horn but all the wiring looks pristine.

Problem most likely in the steering wheel. Don't remember what Luv uses, but you either have a brass ring and a brush contactor to connect the moving steering wheel to ground. OR---what they call a clock spring. A long wire spring thing that winds up and unwinds when the steering wheel turns. Both connect the steering wheel to it's ground to blow the horn.

Have you tried holding the button down and cranking the steering wheel around 360 degrees? Did you check the wire at the horn relay with a volt meter?

Just tried lock to lock with the button down and nothing. I don't have a volt meter, I just used a test light.

When I have had intermittent horn issues it has been the brass ring and the spring loaded contact under the steering wheel. Cleaning and making sure there is good electrical contact solves it.

My horn issue was resolved when I disconnected the wires from the contact points on the horn, wire brushed the contact points, connected the wires, crimped, and it's worked great since. hope that helps.

Finally got around to taking apart the wheel and cleaning everything. Still no horn. Any other ideas?

There is a wire strap on the bottom of the steering shaft that connects the shaft to the box around the rag coupler, see if it is good.

no strap, or remnants of a strap, I connected a jumper wire from the shaft to the box and still nothing. The horn never went through a period of going out/weakening, it just stopped working one day.

Looks like you are going to have to get out a vom and start looking for a break, I don't think anyone is going to have a quick fix for you.

Gotta be a corrosion issue on contact points somewhere. Wire brush everything if it breaks again. heeheehe Otherwise your Horn has risen from the grave ... Jesus of Horns! .. LOL
