Its hard to tell without knowing what the other end is hooked to. I can't really tell from the picture. It looks like it goes to the backpressure transducer (BPT) and I see another hose hanging from that. The BPT is hooked to the EGR valve under the intake and to vacuum. I can never find the vac routing diagrams around here searching but I know someone did post them a while ago. Maybe someone who has them will chime in here. Also the diagram is on a sticker on the hood if your truck still has it. That will tell you where to hook everything up.
If air is going in that hose you do need to figure out something to do with it. Even if it is just plugging it off with a screw or something.
