drip-down (leak-down) test results were all below 13% (all cylinders), rings seem good

newly rebuilt stock engine, bored 40-over

oil continues to get to top of engine. black spot on new air filter on battery-side/edge of air filter, a little oil pooling in crevices outside engine, must be lots of crankcase pressure, any ideas on what to do? tk u, bc

Sounds dumb, but check your oil level. It sounds to me like you've got 2 or 3 too many quarts of oil in there and it's being slung all over the place by the timing chain.

How many quarts did you put in there when you went to go fire it up? It should only take 4 total, including filling the new filter.

oil is normal filled, but after a couple of hours of driving, it's down to bottom of dipstick.
