Does anyone know what year they started putting kick panels in the interior?

I'm not sure. My 77 Mikado didn't have kick panels nor any sign of ever having them. The 79s I've owned all of the Mikados had them.

My 72' didn't , my 76' had custom made , 78' didnt , 79' Mikado had factory .

In all the trucks I've seen or owned, the only kick panels I could say were factory were in Mikado 79s. I'd guess that was the year, or perhaps 78 as that was the year of the interior restyle. Anything before that is likely someone's addition.
